Module 4: Preparing the Field Work

This module explains the Decent Work Check survey and Company survey, how to download and conduct these surveys.

Step 1

Objective: Mastery of content matter and survey

What is the purpose of the Decent Work program and survey? What are the potential benefits and results? This knowledge is needed for retrieving data properly, so it is not wasted. Understand the original purpose of the program so that the interview is conducted in a systematic way. Read and master the questions and the legal basis behind the questions in the Decent Work survey.  If the interviewer has mastered the questions, then the interview will just flow.

 

Step 2

Objective: Mapping a survey area

Each interviewer is required to collect 1 Company/ Factory survey and 50 Decent Work Check surveys per company/factory.  Interviewers preferably survey companies/factories located in the vicinity of their residence. 

 

Step 3

Objective: Mastery of the socialization approach

The socialization at company / factory level meant here is the introduction of the Decent Work Check program to stakeholders (workers, unions at the company level, representatives of the company management/HRD). Socialization can be informal and formal, depending on the conditions in the field and the interviewer's judgement as to which strategy seems to be most promising.  Explanation of the socialization process.

 

Practical steps towards socialization

  • Coordination with related local trade union representative
  • Identify participants in the socialization activities
  • Prepare a place for socialization convenient for the participants targeted by the socialization and within the budget limits of the funds provided by WageIndicator
  • Arrange the meeting flow / agenda
  • Coordinate with the WageIndicator team the agenda, invitation, budget and venue
  • Prepare the tools and materials needed
  • Distribute invitations
  • Guiding the socialization activities and explaining the Decent Work Check program
  • Report the results of socialization activities.

 

Step 4

Objective: Agreement with the local trade union representatives

Agreement with the local union to jointly conduct the Decent Work survey. At the time of this socialization, an agreement should be reached with the local union at the company level to support the survey process and be involved in the  Decent Work Check program. If the union at the company level feels the need for approval from the company/ factory management, then the interviewer can contact the company/factory management.

 

Step  5

Objective: Building a relationship with a company  representative

Although it is not required, it is highly recommended to try and get the support from the company's management and from other key leaders in the company. Therefore, to increase the chances that the program is successful, the interviewer is expected to fully inform the management or the company HR- department about the program and the interview activity, including the program's objectives, the company's role in making it a success, as well as the results and benefits that can be achieved by the company as when participating. This is done to avoid misunderstandings that can occur due to lack of information. The management representative can be approached face-to-face or online notification (via telephone or sending a cover letter via email - click here for a model). However, it is preferable to explain the whole process in person, face-to-face, to minimize the chance of lasting misunderstanding. Other delivery methods can still be carried out if a face-to-face meeting with the management is not possible for one reason or the other.

 

Step 6

Objective: Composing a company / factory sample

The Company / Factory survey

Part of the preparation of the actual interviewing process at a factory, is the filling in of a Factory survey. This small survey is just a sheet that can be filled in during a socialization meeting and comprises basic information such as: the location of the factory, the number of workers, where the factory sells its products, who are the buyers of its products, etc.

Composing the sample of respondents

The population is the whole subject/object of research with certain characteristics. The sample is a part that is representative of the population to be examined using a specific methodology (link to text in English). With the Factory survey, the interviewer has found out the population or the number of workers working in the factory to be surveyed, including the number of female workers and the number of workers with permanent employment status. From these figures the interviewer can compose a sample. 

The sample will be calculated based on the proportionate division of sex (female workers / male workers) and work status (permanent workers / contract workers). Thus the sample of the factory gives first of all the distribution of:

  • female workers with permanent status
  • female workers with contract status
  • male workers with permanent status
  • male workers with contract status.

To complete the picture of the factory population the interviewer is required to choose from the various occupation groups, such as in, for example, a garment factory:  cutting and sewing, finishing, packing, warehouse, etc.; in a textile mill: weaving and spinning, finishing, packing, warehouse, etc.  

Both the interviewer and the union representative at the company level have the authority to choose and determine who will be in the sample based on the criteria and sample formula explained in this paragraph. 

The minimum number per sample is 50 workers/respondents per factory. This minimum is required to get valid data for the factory as a whole, which allows - in principle - to publish the results on a Factory Info page.
